    Part 1

    Before you start

    What the tool does, and the three things to have ready.

    Policing Tech Sentinel reviews procurement documents for police technology: contracts, RFPs, vendor proposals, bid results, and governing-body resolutions. It reads the document, rates it across a set of risk areas, and gives you a printable report that shows where the agency is protected, where it isn't, and what language to ask for.

    Have these ready

    1. Your account. Accounts are issued by Police2Peace. There is no public sign-up. You'll receive your email address and password directly.
    2. Your phone with an authenticator app. Every sign-in asks for a six-digit code. Google Authenticator, Microsoft Authenticator, and Authy all work, and all are free.
    3. The document. A Word file, a PDF with real text in it, a text file, or text you can copy and paste.
    What a report is, and isn't

    Reports document risk. They never recommend awarding, rejecting, or signing anything. Those decisions stay with your procurement staff and your attorney. Use the report to prepare for that conversation.

    Part 2

    The website

    policingtechsentinel.com: what's on the page and how to get to the software.

    The website is the front door. It explains what the tool is for, lets anyone run a quick exposure check on a contract, and has the Sign in button that takes you into the software.

    What's on the page

    • The top of the page. The headline, a short video, and a button that takes you down to the exposure check. Sign in is in the header.
    • How exposed is your contract? The exposure check itself, covered below.
    • Why these questions matter. Short explanations of the risks the check asks about.
    • A sample report. A labeled preview built on a fictional vendor, so you can see what a finished review looks like.
    • Contact. The support email address at the bottom.

    Take the Contract Exposure Check

    This is a free two-minute screening, not a review. It asks whether your agency knows the answers to eight questions about a contract you've signed or are about to sign. It doesn't need your contract and doesn't read one.

    1. Answer eight questions. Each has Yes, No, and Not sure. The two questions about AI also offer Doesn't use AI. The page moves to the next question on its own. Use Back to change an answer.
    2. See your result. You'll get an exposure level (Low, Elevated, High, or Critical) and a count of warning signs. A "No" or a "Not sure" each counts as a warning sign.
    3. Unlock the full result, if you want it. Enter five things: your name, agency, work email, role, and timeline. That unlocks the breakdown by topic, a printable assessment, and a copy sent to your email.
    4. Decide about follow-up. The box "Yes, contact me about a full review of this contract" starts unchecked. Check it only if you want to be contacted. You can print your assessment either way.
    5. Print the assessment. You can type the contract's name on the finished screen so it appears on the printout. That name stays in your browser and is not sent anywhere. Each question you weren't sure about is highlighted, with a "Who might know?" line so you know whom to ask.
    Good to know

    After you unlock the result, you can add optional details such as your title, phone, state, and agency size. They're optional and don't change your result.

    Getting into the software

    Click Sign in in the page header. It goes straight to the sign-in screen, covered in Part 3. If you don't have an account yet, check the follow-up box on the exposure check or email support@policingtechsentinel.com.

    Part 3

    Signing in

    Your first sign-in takes about one minute longer than the rest.

    The first time

    1. Enter your email and password. Use the ones you were given, then click Sign in.
    2. Open your authenticator app. The screen reads Set up your authenticator. On your phone, tap + or Scan a QR code.
    3. Scan the code on your screen. If the camera won't scan, click Can't scan? Enter this key by hand and type the key into the app.
    4. Type the six-digit code. Enter the code the app shows, then click Finish setup. You're in.

    Every time after that

    1. Enter your email and password.
    2. Enter your code. Open the app, type the six-digit code for Policing Tech Sentinel, and click Continue. Codes change every 30 seconds, so if one fails, type the new one.
    You can't skip the code

    Refreshing the page or pressing Back won't get past the code screen. That's intentional, because the tool holds agency contract data.

    If something goes wrong

    • Password doesn't work. The message is the same for every cause, on purpose. Check caps lock and try once more. After several tries, wait a few minutes. Then email support for a reset.
    • New phone or lost the app. Email support@policingtechsentinel.com. Your authenticator will be reset, and you'll repeat the first-time setup.

    From Home, the three shortcut buttons are Run a review, Request credits, and All my reviews. Click any row in Recent reviews to reopen it.

    Part 5

    Run a review

    One document, one credit, a few minutes.

    1. Click New Analysis. It's in the sidebar, or use Run a review on Home.
    2. Check the state. Under Step 1 — Review Configuration, the state is usually already set for your agency. Change it only if the document falls under a different state's law. "Other / Federal" is also available.
    3. Pick the document type. A signed or draft contract is CRM-001 — Service Contract. The blue box underneath explains what that review does, what you'll get, and what it costs. Read it the first few times. Not sure which type to pick? Use the chooser in Part 7.
    4. Look over the procurement law step. Step 1b — Procurement Law Verification shows the procurement statutes for the state you picked. Nothing is required from you unless it asks you to choose.
    5. Name the document. Use a name you'll recognize months from now, such as "Body camera contract — 2026 renewal".
    6. Add the text. Click Upload File or drag a Word, PDF, or text file onto the box. You can also paste the text directly (at least 200 characters). The character counter confirms the text came through.
    7. Click RUN ANALYSIS. Or press Ctrl + Enter. A timer and a progress list appear. Most reviews finish in a few minutes, and larger documents take longer. Leave the page open while it runs.
    Your document stays private until you click Run

    Word and PDF files are read in your browser. Nothing is sent until you run the review. The review results are always saved. A copy of the document itself is saved only if you check "Save a copy of this document to my history," which is off by default.

    Scanned PDFs

    A scanned PDF is a picture of a page, with no text to read. The tool will tell you so. Ask for the Word version, or run the PDF through your copier's text-recognition (OCR) setting first.

    Credits and fairness

    • A credit is used only when a review finishes.
    • If a review is incomplete, it's marked Partial, you aren't charged, and you can run it again at no cost.
    • If your account has no credits, the review won't start. You'll see a message pointing you to Request credits (Part 9).

    Handy buttons on this screen

    • Session auto-saved. Your setup and text are kept as you work, so a sign-out doesn't lose them.
    • Load Previous Report reopens your last report.
    • Clear empties the form to start fresh.
    Part 6

    Read your report

    Read the top first, then the gaps, then the fixes.

    Read it in this order

    1. The four numbers. These are the areas reviewed, the compliance score out of 100, the flags raised, and the priority recommendations.
    2. Overall risk rating. The rating is Low, Medium, High, or Critical. Next to it, Compliance distribution counts how many areas landed in each rating.
    3. Summary finding. Two or three sentences. This is the part to read aloud in a meeting. Copy Summary puts it on your clipboard.
    4. Area Ratings tab. Every area with its rating and a plain explanation, followed by Identified strengths and Gaps and deficiencies requiring action.
    5. Risk evaluation paths. The three most serious gaps, laid out as a decision path. Click each one to expand it.
    6. Recommendations tab. Corrective actions in priority order, starting with what to fix first.
    7. AI & Liability tab. A separate check covering AI and who pays if something goes wrong. See below.

    What the ratings mean

    The AI & Liability section

    Contract, RFP, and proposal reviews include a separate section covering six topics: whether AI is disclosed, whether the vendor can train AI on your agency's data, AI testing and audits, whether an AI result can be explained, notice before the AI changes, and liability and indemnification.

    • It uses the same four ratings, plus NOT APPLICABLE for AI topics when the document clearly shows the product has no AI.
    • It is kept out of the compliance score, so scores stay comparable with earlier reviews.
    • It doesn't appear on bid results, resolutions, or reviews run before this section was added.

    Check the evidence before formal use

    Statute citations

    Citations come from the tool's reference library. Have counsel confirm them against current law before formal action. If a citation looks wrong, open a ticket under "A statute citation is wrong" (Part 11).

    Print, copy, or save

    • Print Report produces a formatted report. Choose Save as PDF in the print window to keep a file you can send to your attorney or attach to a resolution. The report's length depends on how many findings it has. The evaluation paths print fully expanded.
    • Copy buttons on each section put that section on your clipboard for a memo or email.
    • Export JSON downloads the raw results, for your IT department or records system.
    • New Review starts over with a blank form.

    Proposal Analyzer (PA-001)

    1. Click Proposal Analyzer. The document type switches to PA-001 for you.
    2. Add both documents. Put the RFP and the vendor's proposal in their labeled sections, either by uploading or pasting.
    3. Run it. It costs two credits, charged only when the review finishes.

    Each RFP requirement gets a verdict, backed by the proposal's own words:

    • Responsive: a specific commitment that meets the requirement.
    • Partial: addressed but vague or below standard. "Industry standards" or "best efforts" without specifics are Partial at best.
    • Non-Responsive: contradicts the requirement or clearly falls short.
    • Silent: not addressed. Silence never counts as compliance.

    You'll get a responsiveness percentage, a count of mandatory requirements met, a requirement-by-requirement scorecard, top concerns, clarification questions to send the vendor, and neutral award-file summary language with its own Copy button. Use Print Scorecard for paper.

    Comparisons (CL-001)

    1. Click Comparisons. The document type switches to CL-001.
    2. Add what you have. Add the RFP, the vendor proposal, or both, plus the final contract. Bid results and the resolution are optional.
    3. Run it. It costs three credits, charged only when the review finishes.

    The report shows the full chain:

    • Requirement erosion matrix: each RFP requirement marked Preserved, Weakened, or Eliminated in the final contract.
    • Promise vs. reality: each proposal promise marked Kept, Diluted, or Absent. A promise that didn't make it into the contract can't be enforced.
    • Statutory compliance drift, critical findings, and renegotiation recommendations.
    Part 8

    My Analyses

    Every review your agency has run. Reports are never deleted.

    1. Click My Analyses. The list shows each review's date, document, type, state, risk, and score.
    2. Narrow the list. Filter by type or risk level. Sort by newest, oldest, lowest score, highest score, or highest risk. Use Previous and Next for more pages.
    3. Open a review. It opens as the full report, ready to read, copy, or print again.

    Archiving

    Archiving takes a review off your list without deleting it. To bring one back, check Show archived and restore it. Use archiving for test runs or old drafts you don't want cluttering the list.

    Tip

    Sorting by Highest risk first gives you a quick worklist of contracts to take up with your attorney or the vendor.

    Part 9

    Credits, quotes, and receipts

    Reviews run on prepaid credits. Credits never expire.

    Get more credits

    1. Click Request credits. It's under your credit count in the sidebar, on Home, or on Usage & Receipts.
    2. Choose a package. One credit runs one standard review.
    3. Add your PO number, if you have one. It's optional, and it prints on the quote.
    4. Click Create quote. You'll get a numbered quote.
    5. Print the quote and attach it to your purchase order. Send it through your normal purchasing process.
    6. Credits are added when payment is received. The quote then becomes a receipt, which you'll find under Usage & Receipts.

    Usage & Receipts

    This page is your account's complete record of use. At the top: completed reviews, credits used, credits remaining, and credit terms (no expiration). Below that, every run is listed with its date, document, type, status, and credits charged.

    • Print Statement produces a receipt of use for purchase-order paperwork or an audit file.

    Part 10

    Help, the Genie, and Resources

    Answers without waiting on anyone.

    Ask the Genie

    Open Help. The Genie answers two kinds of questions:

    • About your account. Credits, reviews, quotes, and tickets. These answers come straight from your records.
    • How something works. These answers come only from the manual shown below the Genie. If the manual doesn't cover it, the Genie says so instead of guessing.

    Type a question and click Ask, or tap a shortcut: Credits left, Last review, My quotes, Upload a PDF, Ratings, More credits. The full manual and quick-start guide are below the Genie.

    Resources

    The reference library, which you can print from the Print button at the top:

    • Statute reference library: the procurement laws for each state the tool covers.
    • The review areas checked for service contracts.
    • How to read your reports: ratings, the score, proposal verdicts, and the evidence badges.
    • Procurement risk glossary.
    Part 11

    Support tickets

    For anything wrong with a review, a citation, your account, or the software.

    1. Click Support, then + New ticket.
    2. Pick a category. The choices are: a review looks wrong, a statute citation is wrong, credits or billing, account or sign-in, something is broken, suggestion, or other.
    3. Link the review, if there is one. Choose the review from the list so support can see exactly what you saw. Otherwise, leave it on Not about a specific review.
    4. Describe it and click Send ticket. Include what you expected and what happened.
    5. Watch for the reply. Replies appear on the ticket, and the Support count in the sidebar shows when something is waiting. Open the ticket to reply back, or click Close ticket when it's resolved.
    Can't sign in at all?

    Tickets require signing in, so email support@policingtechsentinel.com instead.

    Part 12

    Quick answers

    The questions people ask most.

    My review stopped partway. Did I lose a credit?
    No. Incomplete reviews are marked Partial and aren't charged. Run it again at no cost.
    The upload box says it can't read my PDF.
    It's probably a scanned image. Get the Word version, run the PDF through OCR, or copy and paste the text if you can select it.
    Can I run the same contract twice?
    Yes. Each finished run uses credits and is saved as its own review. That's useful for comparing a draft with the revised version.
    Why doesn't the AI & Liability section change my score?
    It's kept separate so scores stay comparable with earlier reviews. Read it alongside the main findings.
    Who else at my agency can see my reviews?
    Users at your agency see your agency's reviews. No other agency can see them.
    Can I delete a review?
    Reviews aren't deleted, so the record stays intact. You can archive a review to take it off your list, and restore it any time.
    Do my credits expire?
    No. Purchased credits never expire.
    Can I rely on the report instead of our attorney?
    No. The report is advisory. It documents risk so your conversation with counsel is faster and more specific. Final decisions rest with qualified procurement staff and licensed counsel.
